As a County District Library , the Findlay Hancock County Public Library is governed by the laws of Ohio regarding public libraries. The library is governed by a seven member - volunteer - Board of Trustees, appointed by the County Commissioners or the Presiding Judge of the Common Pleas Court.

Mission Statement
The Findlay-Hancock County Public Library is committed to providing print and non-print materials, facilities, services, and programs to serve the informational, recreational, and educational needs of citizens of all ages and backgrounds residing in the cities, villages, and areas of Hancock County.
